Pointless 40mph speed limit

Since the 20mph was extended to Bretch Hill, this now only leaves a short distance of about 150 yards of 40mph zone before the road then becomes 30mph entering Drayton making it nigh impossible to actually reach 40mph before then having to slow down again. Why not extend the 30mph up to the 20mph zone or vice/versa.
