Pothole causing a lot of noise from 5am every morning from trucks and cars speeding

The pothole is causing noise issues to the listed cottages (due to having to have single glazing) from cars and trucks speeding. The pothole is outside middle corner cottage's front door. The tarmac needs leveling around the drain to reduce the noise
