Repeated blockage of highways by owner of Cafe Coco

Sent to Oxfordshire County Council less than a minute later

The highway is repeatedly blocked (quite deliberately) by the owner of Cafe Coco, My Pugh who uses industrial waste and recycling bins - at least two - to imped the passage of cyclists and pedestrians. His intention is to use it soley fot the street furniture from his cafes on either side of Dawson Street. He also regularly parks his vehicle there thus making an impost impenaturable barrier for cyclists and pedestrians. He uses large pots with plants to block the highway too.
