Yesllow line put by neighbour to mark where I can park

I believe my neighbour has put his own yellow line to indicate where I can park my car on the road. He has tried to match it form the boarder line of his garage but has not even put it in the correct place. He has no say as to where I can park my car. This is not an official road mark.
