Overgrown weeds obscuring Sellwood Rd road sign

A year and a half ago work on the pavement at the end of Sellwood Rd resulted in the cobblestones being removed from this area on the corner with Northcourt Rd.Grass seed was sown but never grew. Now very tall weeds have taken over and are obscuring the road sign. Can this be dug over, reseeded and put on the list for grass cutting please.
