No double yellow lines. People obstructing car park entrance. Accident to vehicle/persons

A person was struck as a result of vehicles parking 'everyday' at the entrance to the Council car park on bolton road. The absence of double yellow lines over the few meters means that people are parking for free everyday, obstructing car park entrance view and having caused 1 person to be struck, with many more sure to happen. Please resolve asap. Reported to the CDC parking wardens on numerous occasions who say they cannot book as no double yellow lines, but agree is not right. People have been parking in this spot for past 6 months +
