Painted-over road signs

Some one has taken a lot of trouble to paint over and obscure all the 20 mile an hour road signs in this area, including Mill Street, the Moors, Benmead Road, Church Street and many other streets. I uploaded a photo but as usual it won't display, even though I reduced the size.
