Sent to Oxfordshire County Council less than a minute later

There was an elder tree here, that was cut back, but the root/stump was left. A new elder tree is now growing. There is a lot of ivy growing here. Some of the ivy growing up the wall and fence has been removed by the owner. Unfortunately some of the roots of both plants go underneath the fence and are now in the back garden of 9 Kempster Close. The ivy is also potentially ruining the wall and fence belonging to that property. Please could the roots/stump of the elder tree be removed from the patch of land pictured? So no new elder trees can grow there. Please can the ivy, including roots be removed from the patch of land pictured? This will hopefully prevent any future growth and damage.
