Road gully surcharging

This at least the fifth time that I have reported the inability of this and adjacent road gullies to drain surface water. This gully is assumed to drain to a soakaway which is after 70 years, is past it's workable life. The soakaway is presumably silted up. The soakaway requires replacing with new that takes into account current surface water run-off a 1 in 100 year storm profile plus 40% climate change. As noted in previous correspondence, if my property becomes flooded due to OCC's inability to resolve the issues of this gully, we would have to consider legal action.
