A huge mess

This verge is outside my house . It's grass but everyone parks on it n now it's muddy . A eyesore. It's sunk . I've asked people to not park on it but they don't listen . I know it belongs to highway as there's a concrete sign on floor saying who owns it . It needs either concreting or something it's a mess . Please can u sort this out as no one listens thank you x
