Reflective Posts - One needs to be 'planted'. Many need cleaning.

Sent to Oxfordshire County Council and South Oxfordshire District Council less than a minute later
Could Sean Rooney explain to me why the reflective posts are deemed acceptable. I had to scrape the mud away in order to reveal the white reflector on this one today. The caked on mud has been accumulated over a period of time. Moreover, this is not the only reflector that looks more like a wooden post and blends into verge furniture along the "thirteen bends of death" of the A4074. I simply do not understand why my previous report was closed because: "I have visited the site and assessed the problem ... it does not meet our criteria so I cannot arrange a repair." Surely, they just need cleaning. As for the one that is clearly propped up against fencing. Please let me know where it needs to be because it is not 'planted' to any depth along the highway.
