Abingdon Operatic Society Possibly unlawful promo banner on public railings?

What gives these Societies the right to plaster their cheap plastic banners all over town on public property with cable ties (often left in situe)? Have they permission? Despite years of plastering unwanted promotional advertising 'for free' all over public property(eg Railings Marcham Rod by Tesco) have they increased their ticket take? Or are they wasting their time and ours? Why not pAY for your free advertising instead? We and many I know are highly unlikely to EVER attend one of yours or all the other small town productions! Sorry! Ram it down incoming motorists throats all you like your only kidding yourself.
