A length of electrical cable on the surface

There is a short length of electrical cable near to the public footpath, just west of the Travis Perkins building. The cable appears to feed the nearby street lamp. We have highlighted the cable, as shown in the photo, but think it should be buried as soon as possible. We are the owners of the adjacent vacant land but do not believe cable burying works to be our responsibility.
