Workmen turning up and blocking drives without informing first

A number of times over the past 6 months or so, on Hillside Close we've had workmen turn up and block access to our houses without letting us know. It has stopped me from being able to get to appointments as I don't realise I need to move my car until it's too late. Is there no requirement to give a heads up to people at home?
