Sent to Oxfordshire County Council less than a minute later

I was wondering if you could tell me when the new pedestrian crossing traffic lights are due to be put in use on Banbury road, Chipping Norton, outside Applegarth nurseries/new pillars housing estate please? The lights/crossing was installed over a year ago but never seem to have been activated.
