Poor repair

Is this a temporary repair? It is very uneven with loose chippings left around it. There is a section a few meters along the same channel that looks like it has been marked up for repair, but that is not the worst bit on this section of uneven pavement.

Oxford Road, West side, by the little court of 5 houses next to Wheeler Court.
