Soil deposits?

Sent to Oxfordshire County Council and South Oxfordshire District Council less than a minute later

On the land between Edge Hill and Tythrop Way has been taken over by two steel containers and is having soil regularly dumped on it to the point where it is now spilling onto the road on Edge Hill and the barriers which had been enclosing the area are now just thrown onto the heaped soil. From time to time some of the soil is removed to make space for a fresh pile of soil to be deposited. It is not clear who is working on this patch?
