Terrible roadworks, no work going on

Sent to Oxfordshire County Council less than a minute later

Half the road is shut which caused a 15 minute delay this morning. There is no obstruction on the road that is cones off and no evidence of work going on. Why is the road closed?

The traffic lights only allow a few cars through at a time which causes massive queues.
