Private spring overflowing

Private spring overflowing onto public road from multiple locations. Please see attached images.
Location 1: spring overflowing from private road onto public road. Drain across drive needs clearing. Please see image attached.
Location 2: Drain across private road extends down embankment on private land. This extended drain has become blocked and is overflowing onto public road a few meters down from the private road entrance. Extended drain needs clearing. Please see image attached.
Location 3: two springs overflowing from raised embankment onto public road near private drive entrance (to be found on private drive, A44 side). Springs are covered by ivy but easy to see water draining onto public road.
Despite efforts by homeowner this is an ongoing issue that is worsening and requires a long term solution.
Cold weather is forecast for the coming week and the water will freeze over causing ice and dangerous driving conditions. Yet again a risk to property.

Road has totally iced over today, as predicted. At least one vehicle stuck on steep incline this morning due road ice caused from overflowing spring.
