All drains downhill from new development blocked solid as predicted

Sent to Oxfordshire County Council less than a minute later

Water not draining on a blind sloping 3 way junction will freeze and cause a very bad accident. Council know this and will be liable when this happens. Needs planned drain clearance every 2 months, this was known about when development received permission. Will also flood adjacent house.
