Pothole isn't fixed

Could you explain what you mean by "fixed" in relation to this pothole? Some tarmac has been tossed into the two larger holes, no attempt has been made to fill the dip such such the repetitive impact of tyres stops causing more damage. No attempt has been made to finish the fill in line with the surface. What are your standards for road surface finish? Do your contractors know them?
