Highway blocked by gate

This locked gate has been installed across Chilton Road, and restricts access for some road users. the gap between the gate and the verge on the north edge of the road is ~0.95 m, which is less the 1.2 m the "cycle design vehicle" specified by Department for Transport document LTN 1/20. Therefore, access for some cyclists and their passengers is unduly and illegally restricted by the gate. Further, the gate has no retroreflective markings on it, making it hard to see across the carriageway in the dark, which is especially dangerous due to the ~3.5 % downhill gradient, which LTN 1/20 specifies should have a design speed of 40 km/h for cyclists.
