Manhole tarmaced over reducing drainage

Some months ago when you finally fixed potholes along Thame Road, you tarmaced over a manhole rather than replace a cracked cover. I'm not sure what the manhole was for, but it acted as an extra drain. Now in heavy rain, a large puddle builds up outside Black Horse House before it drains to the gully outside The Old Place, soaking pedestrians on the pavement. You can see from the photos where the manhole used to be. If it's no longer needed as a manhole, could it be re-instated as a gully?
