Council ref: ENQ22935123 – (The original report will be pasted in the "Updates" box, below, if the website permits) The Oxfordshire County Council response of 14:40, Monday 17 October 2022 ignores the first part of the original report/request, and fails to recognise and address the severity of the situation. The decision; “No further action” leaves “Vulnerable road users” (defined in Rule 204 of The Highway Code) at unreasonable risk of injury or death. EVIDENCE - Personal long term experience of motoring and cycling in UK and Europe. Perusal of various sources of accident data. Observation at the site. 1) DOES THE RESTORATION of the existing worn yellow lines on two sides of the junction require implementation of a new traffic regulation order? I think not. IS THERE ANY REASON why this should not be promptly performed? Parking at this location has been on the increase. 2) Vehicles frequently parked in the dangerous position opposite Woodlands road are in contravention of Highway Code Rule 243; “Do not stop or park … opposite or within 10 metres (32 feet) of a junction …” and section 22 of the Road Traffic Act 1988. You say; “this legislation is enforced by Thames Valley Police”. It is very clear that Thames Valley Police are not enforcing The Act at this location. WHY DO WE NEVER SEE ENFORCEMENT? WHY DOES THE ILLEGAL/DANGEROUS PARKING CONTINUE? 3) Unless the Police regularly enforce The Act (a time and cost burden on already overloaded Police force), WILL NOT THE DANGER PERSIST? 4) I urge you to implement the necessary traffic order rather than continuing to ignore the problem which risks death to cyclists. WHAT GOOD REASON IS THERE TO IGNORE THE DANGER?

Dangerous parking – At 09:51, Friday 7 October 2022 the following request was submitted:- “At the junction of Wood Lane and Woodlands Rd, Please restore the worn yellow lines on two sides of the junction and add extra lines on the South side as indicated in the attached image. REASON. Selfish drivers park on all three sides of the junction, in contravention of Law and Highway Code. Some vehicles are parked half on the pavement blocking the passage of mobility scooters. The presence of illegally parked vehicles creates a hazard to cyclists passing through the junction. It is frightening, dangerous and could be fatal. We must make cycling safer and easier (a) so that more people are encouraged to reduce dependence on fossil fuelled transport, (b) to improve the health of the population, (c) to improve the ambiance of the village centre.”
