Dangerous for cyclists - forced off road

I was forced off the road when cycling home on the Cowley Road, just before the junction with Jeune St travelling away from town. I believe this is solely due to the sudden and dangerous narrowing of the road on a route cyclists are encouraged to use, and so is the Council’s responsibility. I would be grateful for your response.

I was cycling around 8pm, with lights and high viz jacket. A car overtook me, but due to the sudden narrowing of the road at that point there is no space for a car to pass a cycle safely. I believe this put my life at risk, due to the Council’s road layout. There is no need for the sudden narrowing of the road at that point.
