I have consulted my colleagues at Highways Boundary Records. They have confirmed that the hedgerow is not part of the highway maintainable at public expense and that the hedgerow does form part of the adjacent property. I will remind the land owners regarding their duty of care to users of the highway.

Thank you for your enquiry. I have visited the location and assessed the trees. The trees are the responsibility of the adjacent landowner and not Oxfordshire County Council. I will send a letter to the landowner, detailing the problem and advising that they carry out remedial works to remove any hazard to the highway.
