Fallen tree

There is a fallen tree between Brandon’s at mill end and the horse field before st Mary’s church. It’s just before the horse field. Not sure who owns the land but it’s on what I think is a public pathway. I’m worried someone will get hurt trying to pass it. Please can you let me know if it’s council or private and if private what can be done.
