New lighting causing unacceptable light pollution in adjacent rear garden

The new LED lighting remains on all night which interferes with astronomical observations from the neighbouring observatory. A light shield is required - on the south (street) end of the light so that it is not visible from the observatory. This issue has been present since installation of the new lighting.
