Sent to Oxfordshire County Council less than a minute later

Clunking manhole adjacent to 23a Reading Rd and Fynamore Wallingford. 8th time of reporting after being assured several times that the problem has been fixed. I have been reporting this over-noisy problem now for over a year with no action having been taken..What is the point of this website? I am told that a fix has taken place when it has not. Should I raise the problem with my local counsellor?What to do?
