Fire hydrant marker has collapsed and lying flat so no longer visible for emergency vehicles. We've tried propping it up but no luck as its too heavy

It is no longer visible to emergency vehicles. We've tried propping it up but no luck as its too heavy.

Cars are also parking in front of where the hydrant should be.
