Rainwater collates on Highway outside Masonic Lodge/22 Church green

Reported via desktop in the Drainage category anonymously at 14:24, Sunday 25 September 2022

Sent to Oxfordshire County Council less than a minute later

On the 22nd Simon from the County Council arrived onsite to look at the issues with OPC, they think that the rainwater and sewerage may be connected, I explained the issue and we have two sections of road along Church Green that run into each other and meet at The masonic hall/22 Church Green, as such the drains in this section need to be in perfect order otherwise the rainwater collates in this area and and cars passing wash the water into the buildings. This is further exacerbated by the high volumes of water running of the Henry box School car park straight out the entrance and onto the highway, which Simon tells me is an offence, as this is a Council run school he is going to raise this with Daren and Wayne Barker. In addition to this they were unable to access all these drains due to cars parked over the top of them, the double yellow lines need to be extended to protect access to these drains, this would account for less than one car length, again Simon is going to raise this, Simon has my number and I would welcome a site visit with either Darren or Wayne. As this issue is not resolved, it should not have been closed and should remain open until a plan is in place to resolve the excess water run off from the school, the damaged./sunken drains, the drains that are completely blocked and the question of the rainwater foul water questions being answered.

  • Incorrectly "linked" drains which adds storm water in to the foul sewer (& hence to the sewage treatment works, which can't handle this unnecessary surge so that it ends up as an emergency discharge in to and then polluting the River Windrush .. ) should be treated as a serious environmental offence. Any property found to be allowing this to happen should be heavily fined AND made to pay to separate the drains: if owners across Witney and beyond had to do this rather than turn a blind eye, the River should not be so polluted.

  • It is not down to the property owners, it is the relationship between Thames Water and Oxfordshire County Council or their predecessors, rain water and sewerage should always be separate but in old historic towns this is not always the case, however if the current water companies charge for sewerage disposals then they should be held accountable and fined until they put things right, which I suspect would not take them long if they if they are going to receive hefty penalties.
