Traffic calming furniture vandalised. Poor parking obstructing crossing points

Sent to Oxfordshire County Council less than a minute later

As you can see from the pictures, poor parking is obstructing the crossing points. The slabs are raised to assist those with vision impairment. This car has completely blocked the crossing point. You can also from the pictures a selection of keep centre signs damaged and lobbed about the place where the road narrows. This keeps happening. Could a more resilient traffic calming measure be considered? I think we could do with some yellow lines, zig zag markings, probably some more traffic calming measures too. Some of the cowsons round here treat it like brands hatch. Cheers
