Traffic lights not synchronised for cars approaching from the city centre, going all the way around the roundabout, and returning towards the city centre

When approaching from the city centre, with the intention of going round the roundabout and back towards the city centre, the second set of traffic lights are at red, meaning a car going all the way around is stopped, whilst all other traffic is accelerating onto the ring road. Also whilst stopped at the traffic light during such a manoeuvre, a car will have its rear sticking out into the traffic exiting onto the ring road. If the traffic lights were synchronised, my car would not have stopped at the red traffic light, and the driver behind would not have hit me. If the traffic lights were slightly further forward, my car rear would not have been sticking out into the exiting traffic, and the driver behind would not have hit me.
