Pipework trip hazard

Sent to Oxfordshire County Council less than a minute later

This has been outside newbuild flats on chapel street for several weeks, it has recently been concreted in, I guess as a permanent feature on the pavement. Totally ridiculous, surely this hasn’t been signed off by building control? There are residents living in these flats now. If someone catches their foot in it they will be flat on their face. Also whilst writing, it would be good if the developer can be told to finish off the parking area at the front of the flats so larger/longer vehicles are not hanging over the pavement, blocking the path for mobility scooters/pushchairs/ wheelchairs. I have had to walk in the road a several occasions when the pathway is completely blocked by the back end of a vehicle, most often the pick-up belonging to the developer! Piles of sand and waste building materials left piled up that should be removed and a proper parking area constructed…along with a dropped kerb as I suspect the planning consent had included. Again this has been like this for a few months now.
