"junction cycles around its stages" is exactly the problem

Since my last report was closed and doesn't allow me to respond anymore, I have to open a new report. In your message in which you said you don't understand the problem, you say "junction cycles around its stages". This is exactly the problem. There is no stage for pedestrians to cross, instead pedestrians have to press a button to get a green light at all. This setup only makes sense if pressing the button actually turns the light green for pedestrians at the next opportunity. However, this light does not do it. Even if a pedestrian indicates they want to cross the traffic light still goes through all the stages of the cycle, rather than to switch to pedestrian green at the next stage. This combination (no default green and no prioritisation when pressing the button), means pedestrians have to always wait very long to cross the road. This is a major barrier to walking and not compatible with the Councils own stated goals. Please fix it.

Thank you for your report. An Engineer has visited site and confirms that all demands at the junction including those of pedestrian's are served. As the pedestrian crossings form part of this staggered signal junction. Pedestrian demands are served as the junction cycles around its stages, serving registered demands in order. Wait times for all users will depend on how busy the junction is. The operation of the junction has been checked without fault. There are no plans to change the current layout or operation of this site.
