Gigaclear have broken the water pipe

Gigaclear have dug the payment up and broken the water pipe next to a man hole, the pipe has a crack around the perimeter and a hole in the top. Gigaclear are proposing to 'pop a bit of cement on it and it will be alright mate' the pipe needs replacing
