Stones on side of road

Sent to Oxfordshire County Council and South Oxfordshire District Council less than a minute later

This triangle of land has had stones placed all around it to prevent vehicles pulling onto the verge. These stones had been pushed into the ground by vehicles driving over them especially when the grass has grown. These have recently been repositioned. Is it legal to place such obstructions so close to the edge of the road as I believe they can cause vehicle and tyre damage and present a safety issue?
