Overgrown hedge

Sent to Oxfordshire County Council less than a minute later

This thorny hedge is between 16 greenwood close Sonning common and ?1 russet close- ( back end of my property and side of 1 russet close). Looking through my plot plan my understanding is that this does not fall under any of our property. I have tried cutting off the branches many times but due to the nature of the hedge it grows very fast. Also because it is a thorny hedge it is not safe to just leave it on its own and has grown onto my back door causing it a hassle to access my property through back door. Is it possible to get rid of this hedge at all please.
