Private tree overgrowth obstructing highway signage

Sent to Oxfordshire County Council less than a minute later

These trees are always trimmed minimally, and yet again are hanging low over the footway all the way around a corner and into carriageway. Now they also block visibility of a highway sign advising change in speedlimit in either direction. Why are they not cut back hard properly to the boundary and resorting to multiple reports a year and public expence in reminding the owner of their responsibility?
