Tar melting on road sticking to tyres

Where the road was given a new surface by putting a layer of tar with stone on top at the edges where there is no stone on the tar it is melting. On two occasions ow the Gathas stick to my tyre covering the tread completely in that area meaning my tyre has no grip and I have been advised that if the tar cannot be removed from the tyre a new tyre will be needed to make it legal and pass the mot later this month. Also as it’s sticky it’s causing other debris and stone to stick to the tyre!
