No where to cross the road as pedestrian or cyclist

Anyone wishing to walk over this road or cycle across from one side of the road to the other (only one side at a time has a footpath) - from the Peartree Park and Ride has no where to stand in the centre of the road. They have installed newly created traffic lights that could be already used for the pedestrian crossing but this hasn't been done. These lights are inactive and the crossing blocked by barricades. No one follows the 30 mph speed limit - usually travelling at 40-50mph. This is a very dangerous road as it is between 2 highways. Anyone crossing with a push stroller, disabled or elderly would find it impossible. This is a serious issue and I have reported this is the past about 6 months ago and been ignored as new road works were in progress. The road works are finished now and the problem persists. If the council wants people to use bicycles and park and rides instead of entering Oxford they need to improve this situation urgently.

The new A44 Junction forms part of an ongoing larger A44 North Oxford Corridor with the new phase now starting to signalise Peartree Interchange.
