Uneven foot path trip Hazard

Hello,

Would you please advise who is responsible regarding the deterioration of footpaths along Kynaston Road. Over the weekend we had a near miss, when an elderly gentleman driving a mobility scooter nearly crashed into our fence. The mobility Scooter lost it's traction due to the disintegration of the surface of this path (photo attached), and nearly toppled into the fence. The gentleman was not hurt and went on his way. I am concerned that should a similar incident reoccur the outcome could be more serious.
