Overgrown London Plain tree causing a mess in my garden and obstructing all light

The tree which should be maintained by the council, is overgrown and not maintained and is causing a huge mess in my garden - it overhangs my property completely rather than the road and is obstructing all light too apart from the mess. This is my second reporting of the same problem.
