Loose/dislodhed cable cover left open

Sent to Oxfordshire County Council less than a minute later
Cable TV "CATV" cover left open for a few days, a hazard for pedestrians not paying attention or if walking in the dark. I put it back (see photo) but it will easily be dislodged again. Smooth edges of the cover suggest it might be disldged by vehicles driving over it to park on the adjoining property.
