The standard of repair following an excavation

Sent to Oxfordshire County Council less than a minute later

When returned from a vacation in May 20222 we found this in the pavement at the bottom of our drive. Apparently it was excavated during fibre infrastructure installation by a company we cannot locate to complain. Openreach say not them as do Citifibre. Are you able to let us know who had permits to do the work? The repair after excavation is not fit for vehicular access and is a potential trip hazard for pedestrians and is to poor standard. Any help you can give will be appreciated. Thanks
