Hedge Ignored and now dangerous

Please could you explain why these hedges along the road in Cogges are being ignored and not cut back? They have occupied over 50% of the path for well over a year now. It is now at a stage where the path can no longer be walked along and vision at the road crossing is now severely impaired, making it very dangerous. This needs to be cut back as a priority. Please also actually clear the ground vegetation and dirt as this is often left behind after cutting back bushes, often making the whole task pointless as the pavement is still reduced.
