Shrubs not being maintained on footpath

Sent to Oxfordshire County Council less than a minute later

Raising again as previous investigation closed. I have contacted Cherwell District Council about this again. They said “I suggest you go back to OCC and ask why they cannot invoke a Section 154 as part of the Highways Act which gives the authority powers to require the removal or cutting back of trees, shrubs and hedges that obstruct or endanger highway users. The District Council does not have this statutory power in this instance nor does it have any legal ownership of adjoining land to the footpath.”

There are in fact shrubs on both sides of the footpath that have adjacent properties and parked cars yet only one part is maintained by the council. So why are some of the shrubs maintained and some are not when most of the shrubs have adjacent properties anyway.
