Ltn bollard screwed down

The ltn bollard on Southfield road has been screwed down so emergency vehicles cannot remove very inconsiderate

  • This bike has been locked up outside no 35 Bartlemas Road OX4 1XU for the best part of a year. At one point vegetation had grown through it. The back wheel is buckled. The pavement is very narrow at this point as cars park partly on the pavement on this side of the road so it’s causing an obstruction. I checked with student neighbours and it doesn’t belong to them.
