Obstruction in the Public Highway

Sent to Oxfordshire County Council and South Oxfordshire District Council less than a minute later

The two recently constructed dwellings at the rear of the White Hart Hotel (which have two allocated spaces each) have erected their own signs stating that 'No parking at any time' along the public highway immediately infant of their properties on Queen Street. This has been followed by notices left on cars and now an obstruction of large planters have been placed in the public highway. There are no parking restrictions along this part of Queen Street and therefore the spaces immediately infront of their properties are available to the public. The planters have now meant that parking is projected into the public highway opposite a junction with Manor Farm Road and is unsafe. The problem is worsened by the school opposite meaning these spaces are key for school drop off and pick up in a village with a parking system already under pressure. I understand that under section 137 of the highways act, it is an offence to obstruct a public highway.
