Tree and hedges covering entire pathway

The hedges and trees are blocking are now completely blocking the foot path meaning pedestrians cannot get use the pathway. It has been like this for the past 18 months. A tall bush has now fallen onto the pathway over the weekend too which is dangerous. Please can the bushes be cut right back so the path can be used again.

There has still been no action from the property owners on this. The path is still completely blocked and the property on the opposite side of the road often parks their car on the kerb blocking access to that wide of the roads path as well meaning the only option for pedestrians is to walk on the road.
